PCAT Overview
PCAT is the largest public school risk pool in the U.S. devoted solely to property and casualty coverage. Formed in 2003 to meet the unique needs of Texas ISD's, PCAT has grown to more than 160 school districts covering more than $23 Billion in school properties.
Our History
PCAT was founded in 2003 by Weatherford ISD, represented by Joe Schultz, and Duncanville ISD, represented by Lee McNair. Mr. McNair is still a PCAT board member today. These pioneers were the original visionaries who skillfully guided PCAT to its national prominence among public school risk programs. PCAT is committed to adequately fund losses and return excess contributions to Members in years when program claims are less than predicted. This commitment has resulted in more than $11 Million in cash dividends being returned to Members since 2006.
PCAT is administered by INSURICA. For over 50 years, the INSURICA family of companies has served more than 4,000 schools. PCAT Program Administration
PCAT program administration services are provided by INSURICA. The INSURICA family of companies are leaders in the public entity business. American Fidelity Assurance Company, the leading company in the group, was founded more than 50 years ago by C.W. Cameron, and has achieved great success as the second-largest private, family-owned life insurance company in the U.S. Much of Cameron's success was the result of pioneering efforts to make insurance available to the working class. He was an early leader in voluntary payroll deduction insurance. Cameron sold group accident and health insurance to state agency employees and to trade associations. His agency was one of the first of its kind to offer insurance to schoolteachers. Building on that beginning, AFA is now the largest provider of voluntary disability insurance to teachers across the U.S.
PCAT Claims
PCAT claims administration services are provided by Edwards Claims Administration (ECA). ECA is a family-owned independent risk management servicing firm specializing in a wide array of services including claims administration, loss prevention, wellness, environmental/industrial hygiene and employee benefit consulting.
PCAT Loss Control
PCAT loss control services are provided by Edwards Risk Management (ERM). ERM brings over 30 years of risk management experience in the public sector. ERM has been involved with the research, development and implementation of more than twenty self-insurance programs, including managing all aspects of the four risk management pools (over $200 million in premium) for a large state association.
